The Supervisory Development Seminar Week 1: Fundamentals


This seminar meets the requirements of the Congressional mandate requiring training for all new federal supervisors.

The 5-day  program costs $3350, which includes tuition, meals, and lodging. The training is also offered on a non-lodging basis for those that have the ability to commute from the DC Metro area.

In preparation for this Week 1 Seminar, OPM recommends, but does not require, a Leadership Assessment Program that focuses on giving aspiring leaders critical feedback and assists in development of a leadership growth plan.

Wisconsin Department of Employment Relations 2001 New Supervisor Training Needs Analysis Survey


Over 92% of the supervisors responding indicated the new supervisors training was “worth the investment of time and money”.  Over 45% thought at least some of the training could be delivered via e-learning format. 

Motivating employees topics was deemed to be the most important to include in the training by respondents.   “Communications and conflict management”, “Steps to becoming a good supervisor”, and “Team-building” were ranked in the top four most important categories.  Read more

Arizona New Supervisor Academy Training Requirement

 The Arizona State Human Resources Division requires new supervisors to take 13 various courses within the first six months of becoming a supervisor.  The main components of the training include communications, leadership, management and employee motivation topics.   These include empowerment, time management and counseling subjects.  Read more

Federal Supervisory Training Initiatives - S.674 Proposes New Requirements

 "Although most employees think their supervisors are decent
and trying to do a good job, their trust in supervisors to 
make the key decisions in things like discipline or pay increases
is guarded at best."  James Tsugawa, MSPB

Federal Supervisory Training Act (S. 674) – This Act proposes training for new supervisors include the following within the first 12 months of appointment and retraining every three years:
  • Mentoring and motivating employees
  • Improving employees performance and productivity
  • Fostering a work environment of fairness, respect and equal opportunity
  • Addressing reports of hostile work environment, reprisal or harassment
  • Prohibited personnel practices
  • Collective bargaining and union participation rights, and
  • Other topics necessary for carrying out the duties or responsibilities of a supervisor
The delivery of the training would have to be interactive and instructor-based, rather than merely administered online. In addition, agencies would be required to 1) develop mentoring programs for new supervisors, and 2) evaluate the effectiveness of the supervisory training programs.
