Other than using an appraisal rating scale system to appraise federal employees, a pass/fail assessment approach has been utilized. There have been a number of factors considered worth the switch to using a pass/fail approach including reduced administrative effort. Of course, giving employees feedback is still needed and probably more important under this type of appraisal process. Equally important, is the need to find ways to give outstanding performance its recognition. The pass/fail assessment has its own set of pros and cons.
Some of the perceived benefits of the pass/fail assessment:
Employees no longer complain about ratings.
Paperwork and administration are reduced.
Appraisal doesn’t get in the way of performance improvement.
Pass/fail may improve credibility.
Rating inflation can be eliminated.
Individual competition is reduced.
